It's not exactly cost effective to date, and there is the neurotoxic side effects at the moment, the biggest problem is getting it to distinguish between human and numptie. They are remarkably adaptive and camoflage themselves in human biologies. Much like Mooks.
Mooks often disguise themselves of armed forces of many countries. It's part of their natural life cycle. If it wasn't for their natural predators, the Named Character, they'd used this tactic to increase their population unchecked.
