And while i do not remember the line either it is stated that the Doctor (Human/Timelord) was created from teh hand with a jumpstart from donna so he is more timelord then human. where as Donna is a Human that has been give the memories of the Doctor... it is the same process but reversed.
The timelord is more evolved then a human so he can handle the memoires of a human but a human can not handle the memories of a Timelord (a few hundred years worth of memoires i might add.
