I like it, but are those 't-rex' arms hanging out in front or its upper legs?

just kinda hard to tell with it... croutched (?) like it is, can you post up a... standing version?

ah, I see the arms are joined to the main chassis below the hips.

I'm guessing it's something like a production model for what used to be a jury-rigged maintainence or construction vehicle/mech, possibly riot suppression turned to military troop support?
