Google has drawn a blank for me so far on this, so I'll try you guys next

There was a game I had (I think it was freeware or maybe shareware) back in probably about 2000. It was novel little driving shooter game, with vans (Ford Transit sort of things). It all took place on a car park type setting, fixed camera position, and there were weapons power-ups that appeared from time to time that you could pick up and use to try to blow your opponent up

(machine guns, missile launchers, mines, etc) I have absolutely no idea what it was called, and all the seemingly obvious names have led me nowhere so far...

Sounds like a game I had for the Master System II, where your car drove into the back of lorries to upgrade, and shot up the bad guys.

I recall a game called 'Battlecars' that was on a few platforms - can't remember the game play, but the cover was an A-Team type van covered in spikes and guns. Might be that one?

Nope not that one... I'm reasonably sure it was just one of those simple free games you see floating around, though it was standalone exe... the vans were just normal looking transits as far as I can remember, though possibly with a gun turret on top
