With that much water, it would make a terrforming mission a lot easier to do, that is if we could get to it and warm it

Mars is no longer tectonically active but the core is still hot. Read Kim Stanley Robinson's Mars trilogy, he goes really in depth into a fairly realistic near future terraforming scenario.

If there is to be any major large scale attemps at colonization it will be done by corporations more then governments. Everything cost money. one of the biggest issues about mars besides water will be what Mars can offer in resources and if those resources can be extracted and transfered back to earth cheaply, safetly and quickly. If the benifits are worth the settlement and colonization of mars the corporations will go for it. For example Mars landscape is covered by Iron(III) oxide which is used for a variety of earth products from Computers. magnetic layer on floppy disc to as a fine final polish on metallic jewellery and lenses, it was also used at one time as a cosmetic. Iron(III) oxide is used in the production of pure iron in a blast furnace. Iron(III) oxide is also used in an extremely exothermic reaction called a thermite reaction

and finally as a pigment.

so there is money to be made on mars right away although people are going to look for something more rare then the vastly abundent Iron(III) oxide. Water if its abundant on mars will make colonization easier and cheaper. If there are any easily accesible materials to use and build structures on mars then colonization defiently becomes easier. The coloney of course will remain dependent on the Homeworld until its self sufficent enough to no longer need full time support. the biggest issue will be food. when the colony is able to produce its own food then thats the big hint that the colony is on its way to full self sufficeny.

then of course will come. indepence...... and thats something I'll talk about later...
